William C. Humphries, Jr., ACF

Founder & Chairman of the Board

After graduating from the University of Georgia with a Bachelor of Science in Forest Management, Billy began his career in timber procurement and forest management in central Georgia. In 1970, he founded Forest Resource Consultants with a focus on helping private non-industrial landowners achieve their goals for the family forest. For the next 30 years, Billy oversaw significant growth in the company’s operations and services as the organization’s President. After graduating from the University of Georgia with a Bachelor of Science in Forest Management, Billy began his career in timber procurement and forest management in central Georgia. In 1970, he founded Forest Resource Consultants with a focus on helping private non-industrial landowners achieve their goals for the family forest. For the next 30 years, Billy oversaw significant growth in the company’s operations and services as the organization’s President. In 2001, he became Chairman of the Board of Directors where he has guided the strategic vision for the company’s continued growth.

Throughout his career, Billy has served as guest speaker at many state and national forestry meetings, authored numerous articles, publications, and teaching manuals on various forestry subjects, and served in leadership roles on multiple boards and committees. In 2016, he was inducted into the Georgia Forester’s Hall of Fame for recognition of his many contributions to the forestry profession. While no longer a part of daily operations, Billy continues to be available to assist with special projects. He is a Registered Forester in Georgia.

David T. Foil, ACF, RF

President

David directs the company’s administrative operations as President. In addition to these responsibilities, he continues to manage special projects, act as the firm’s Managing Broker, and direct new business development efforts. David’s organizational and administrative skillset, along with his ability to manage difficult projects, have been direct contributors to the continued expansion of FRC’s operations.

Prior to joining the company in 1988 and later becoming a shareholder, David worked with St. Regis Paper Company and J.T. Strahan Timber Corporation. He obtained a Bachelor of Science in Forest Management…

Vice President of Operations

Mike directs the company’s forest management and general consultation functions as Vice President of Operations. Through his effective leadership, a staff of foresters and technicians located across the southeastern US efficiently and accurately complete numerous projects for private landowners, investors, and other forestry companies. Before joining the company in 1999 and later becoming a shareholder, Mike was employed by Union Camp Corporation for 19 years serving in various capacities in Georgia, Florida, South Carolina, and Alabama. In his final position with Union Camp, he was the Area Manager for the 234,000-acre Chapman Forest in Chapman, Alabama. Mike obtained a Bachelor of Science in Forest Resources from the University of Georgia and has previously served on the Forest Practices Committee of the Alabama Forestry Association and the University of Georgia Alumni Steering Committee. He is a Registered Forester in multiple southern states and is a member of the Association of Consulting Foresters.

Forest Operations Management

T. Jeff Newsome, RF

Regional Manager

Jeff is the Regional Manager of FRC’s eastern forestry operations, providing oversight on management activities in Georgia and Alabama. He also manages many of FRC’s general consulting projects that occur throughout the southeastern United States. Prior to joining the FRC in 2016, he worked for 13 years with Wachovia Timberland Investment Management, RMK Timberland Group, and BTG Pactual as a Region Manager responsible for timber sales, forestry operations, property sales, budgeting, acquisition due diligence, and personnel management on clients’ timberland in eight (8) southeastern states, Brazil, Guatemala, and Uruguay. …

As the Fiber Logistics Manager, Dusty manages the marketing and delivery of timber harvested on over 300,000 acres of land in Georgia and Alabama. Prior to joining FRC in 2007 and becoming a shareholder in 2017, he spent 16 years with MeadWestvaco where he was responsible for marketing and negotiating the sale of all outside timber sales on the 438,000-acre land base in Georgia and Alabama. Larry joined FRC in 1991 after 16 years with a Middle Georgia land and timber company. Since joining the staff in 1995, Jeff’s primary responsibility as a Biometrician is to maintain in-house forest analytics and database systems. He also provides analytical support on forest management planning and valuation projects. Some of these tasks include inventory processing, growth and yield modeling, forest investment analyses, harvest scheduling, and economic assessments of forest practices. Prior to joining FRC, Jeff worked for a forest products company for 11 years conducting research on forest productivity with an emphasis on enhancing operational productivity. As a Biometrician, Santosh’s responsibilities include strengthening FRC’s technical services in the areas of systems development and programming, growth and yield modeling, forest scheduling, data management, and inventory processing. A native of Nepal, he joined FRC in 2016 after receiving his a Bachelor of Science in Forest Biometrics at Tribhuvan University of Nepal, a Master of Science in Forest Biometrics at the University of Georgia, and a Doctorate of Philosophy in Forest Modeling at Virginia Polytechnic Institute and State University.

Julie Bulgrin

GIS Analyst

Julie is a GIS Analyst with responsibilities including development and maintenance of large-scale geodatabase systems and other data driven projects. She adds significant capacity and capability in technical services and utilizes her artistic abilities to develop visually appealing maps that maintain functionality. Prior to joining the staff in 2004, Julie worked for 10 years with the US Forest Service at the Pacific Northwest Research Station and 14 years with Weyerhaeuser as a GIS and Forest Inventory Manager as part of the company’s Georgia operations. Prior to joining the FRC staff in 2011 and becoming a shareholder in 2016, Paul worked 17 years with Potlatch Corporation, initially managing the GIS operations on more than 500,000 acres in Arkansas. Phillip W. Smith, RF

Account Manager

Phil is an Account Manager with responsibilities including oversight and implementation of management activities on private, non-industrial clients’ forestlands in the Macon office. He also serves as a project leader on large-scale timber inventory projects completed across the southeastern US. Phil joined FRC in 1980 after brief employment with a forest products company. Phil is one of FRC’s longest tenured employees. He obtained an Associate of Applied Science in Forest Technology from Abraham Baldwin Agricultural College and is a Registered Forester in Georgia.

Ike is an Account Manager in charge of forestry management operations in the Waycross office. His work ethic and attention to detail are important elements in the management of regional client properties. Ike joined the FRC staff in 2007 after working as a forestry technician in central Georgia.  He obtained a Bachelor of Science in Forest Resource Management from Clemson University and is a Registered Forester in Georgia and Alabama.
