William C. Humphries, Jr., ACF

Founder (Retired)

Macon, GA

After graduating from the University of Georgia with a Bachelor of Science in Forest Management, Billy began his career in timber procurement and forest management in central Georgia. In 1970, he founded Forest Resource Consultants with a focus on helping private non-industrial landowners achieve their goals for the family forest. For the next 30 years, Billy oversaw significant growth in the company’s operations and services as the organization’s President. From 2001 until 2018, he served as Chairman of the Board of Directors where he guided the strategic vision for the company’s continued growth.

Throughout his career, Billy has served as guest speaker at many state and national forestry meetings, authored numerous articles, publications, and teaching manuals on various forestry subjects, and served in leadership roles on multiple boards and committees. In 2016, he was inducted into the Georgia Forester’s Hall of Fame for recognition of his many contributions to the forestry profession.

David T. Foil, ACF, RF

President

Macon, GA

David directs the company’s administrative operations as President & Chairman of the Board. In addition to these responsibilities, he continues to manage special projects, act as the firm’s Managing Broker, and direct new business development efforts. David’s organizational and administrative skillset, along with his ability to manage difficult projects, have been direct contributors to the continued expansion of FRC’s operations.

Prior to joining the company in 1988 and later becoming a shareholder, David worked with St. Regis Paper Company and J.T. Strahan Timber Corporation. He obtained a Bachelor of Science in Forest Management from Clemson University. He is a member of the Association of Consulting Foresters and is a Registered Forester and licensed Real Estate Broker in multiple southern states. David serves on the Board of Directors for the Georgia Forestry Association and the Forest Landowner’s Association. He has served as President of the Georgia Forestry Association, the Georgia Chapter of the Association of Consulting Foresters and a former Trustee with the Georgia Forestry Foundation.

W. Richard Humphries, ACF, RF

Executive Vice President & Senior Appraiser

Macon, GA

As Executive Vice President, Richie’s primary responsibility is to provide financial oversight of the company’s operations. Richie’s fundamental understanding of economics and advanced analytical skillset have contributed to his success. Prior to serving in his current position, Richie built the company’s credibility in the southeastern timberland investment space as valuation experts. His ability to effectively manage complex forestland appraisal projects and appropriately evaluate unique valuation issues has been widely recognized throughout the forest investment community.

Before joining the company in 1988 and later becoming a shareholder, Richie graduated from Mercer University with Bachelor of Business Administration. While continuing to work for the firm, he completed a Master of Forest Resource Management at Duke University in 2000. Richie is a licensed Real Estate Salesperson and Registered Forester in Georgia as well as a Certified General Real Property Appraiser in multiple southern states. He is a member of the Association of Consulting Foresters and the American Society of Farm Managers and Rural Appraisers.

T. Jeff Newsome, RF

Vice President of Operations

Macon, GA

Jeff directs the company’s forest management and general consultation functions as Vice President of Operations. Through his leadership, a staff of foresters and technicians located across the southeastern US efficiently and accurately complete numerous projects for private landowners, investors, and other forestry companies. In addition to leading these day-to-day operations, Jeff manages personnel to ensures the organization remains efficient and positioned for future growth.

Prior to joining the FRC in 2016 and becoming a shareholder in 2018, he worked for 13 years with Wachovia Timberland Investment Management, RMK Timberland Group, and BTG Pactual as a Region Manager responsible for timber sales, forestry operations, property sales, budgeting, acquisition due diligence, and personnel management on clients’ timberland in 8 southeastern states, Brazil, Guatemala, and Uruguay. In this role, Jeff developed and executed property specific management plans to maximize clients’ return and minimize regulatory, environmental, and biological risk. After receiving his Bachelor of Science in Forest Management from Clemson University in 1985, he worked 17 years with Union Camp Corporation and International Paper in various management, forest operations, timber procurement, and staff support positions in Georgia, North Carolina, and South Carolina. Jeff is a Registered Forester in Georgia.

Brian A. Stone, RF

Director of Business Development & Senior Appraiser

Macon, GA

As Director of Business Development, Brian is responsible for establishing new client relationships as well as expanding existing client relationships for FRC's operations in the southeastern United States. He also provides oversight on the firm's marketing efforts as well as continues to serve as a Senior Appraiser with the firm's Valuation Services team. Prior to joining the company in 2001 and becoming a shareholder in 2017, Brian obtained a Bachelor of Science in Forest Resources and a Master of Forest Business from the University of Georgia.

In addition to his formal education, his exposure to forest operations and business through a family-owned timberland company has helped him easily recognize and interpret issues that impact rural property values. Brian is a Certified General Real Property Appraiser in multiple southern states, a Registered Forester in Georgia, and a member of the American Society of Farm Managers & Rural Appraisers (ASFMRA). He currently serves as a gubernatorial appointee on the Georgia Board of Registration for Foresters and is a member of the Georgia Forestry Association’s Board of Directors.

F. Daniel Rock, ALC, RF

Director of Real Estate Sales

Macon, GA

As the Director of Real Estate Sales, Dan’s focus is to aggressively expand FRC’s real estate services footprint and client base and provide oversight on real estate transactions completed by the firm. Prior to joining FRC in 2003, he worked in real estate sales for Fickling & Company with a concentration on undeveloped land and commercial real estate sales. After receiving a Bachelor of Science in Forestry at the University of the South and a Master of Business Administration at William and Mary, Dan worked 16 years in the forest products industry, primarily with Chesapeake Corporation in Virginia. He holds an Accredited Land Consultant designation through the Realtor's Land Institute and is a past President of the organization’s Georgia Chapter. Dan is a Registered Forester in Georgia and a licensed Real Estate Associate Broker in Georgia and Alabama.

Paul Nace

Paul Nace

Director of Technical Services

Macon, GA

As Director of Technical Services, Paul provides oversight on projects completed by the Technical Services team. He also utilizes his experience in various forest inventory techniques, spatial and tabular database management, growth and yield, and VBA and SQL programming to develop and maintain large-scale geodatabase systems and to test various forestry software designs. Prior to joining the FRC staff in 2011 and becoming a shareholder in 2016, Paul worked 17 years with Potlatch Corporation, initially managing the GIS operations on more than 500,000 acres in Arkansas. Later, he transferred to the company’s headquarters in Spokane, Washington, and led the GIS Analytics Team, which managed geodatabase systems on the company’s 1.5 million acre land base. He obtained his Bachelor of Science in Forest Management from Mississippi State University and later returned to complete a Master of Forest Management and GIS.

Jason E. Little, RF

Director of Valuation Services

Macon, GA

As Director of Valuation Services, Jason is responsible for providing oversight on all projects completed by the valuation services staff. He also provides market valuation support on real estate and land management projects. He has experience in forest management, database administration, growth and yield modeling, and expertise on timberland and timber stumpage markets throughout the Southeast. Prior to joining the company in 2008 and becoming a shareholder in 2016, Jason was as a Timberland Appraiser for the James W. Sewall Company in Charlotte, North Carolina, and then joined Rayonier as a Technical Forester and Timber Sales Forester in southeast Georgia.

Jason obtained his Bachelor of Science in Forest Resources and Master of Forest Business from the University of Georgia. He is an active member of the Georgia Forestry Association and is a past state and local chapter president of the Society of American Foresters. He is a Registered Forester in Georgia and is a Certified General Real Property Appraiser in multiple southern states.

Miles “Andy” Stone

Director of Family Business Services

Macon, GA

As Director of Family Business Services, Andy's experience as an executive with two multi-generational family-owned businesses that held diversified asset portfolios uniquely positions him to assist in decision-making support that will ensure your family's legacy remains strong.  Prior to joining FRC, his career included serving for over 35 years as President and Chief Executive Officer at Stuckey Timberland, Inc. and Superior Pine Products Company.  Prior to these roles, he worked as a company forester and a consulting forester in Georgia and Mississippi.

Along with being a 2012 inductee into the Georgia Forester’s Hall of Fame, Andy is a past member of the Board of Directors of the Georgia Forestry Association where he served as President in 2003.  He has also served on Board of Advisors for the University of Georgia’s Warnell School of Forestry and Natural Resources, College of Agriculture and Environmental Sciences, and the Langdale Center for Forest Business as well as on the Governor’s Agriculture Advisory Commission and on the Board of Directors for the Heart of Georgia Technical College Foundation and the Okefenokee Technical College Foundation.  He is a Registered Forester in Georgia and South Carolina and a licensed Real Estate Salesperson in Georgia.

Todd Mullis

Operations Manager - Mill & Supply Chain

Macon, GA

Todd Mullis currently serves as an Operations Manager focused on meeting client needs in Mill Operations, Wood Supply Chain, and Resource Assessment Services.  Prior to joining FRC, he had over 25 years of experience managing mill and wood procurement operations for two publicly traded companies in the pulp, paper, and lumber industries.

Most recently, Todd served as Vice President of Operations and Vice President of Forestry at Interfor Corporation where he played a key role in implementing procurement operations during a time when the company was acquiring multiple sawmills across the US South. His other roles have included managing lumber operations, business development, acquisitions and divestitures, and capital budgeting for a publicly traded company and other sawmill operations.  Todd also has experience working as a portfolio manager for a timberland investment management organization. Todd received a Bachelor of Science and Master of Forestry in Forest Business as well as a Master of Business Administration from the University of Georgia.

Rosemary Mills

Corporate Secretary & Office Manager

Macon, GA

As Corporate Office Manager, Rosie provides support and leadership to the FRC organization to ensure that all the administrative responsibilities of the firm are fulfilled in an effective, high-quality manner. She continuously strives to improve the efficiency and accuracy of services provided to the clients. Prior to joining the staff in 1991, Rosie worked for eight years at Southern Trust Insurance Company as Assistant Manager of Underwriting and Policy Services responsible for underwriting, workflow, and quality audits and six years at Government Employees Insurance Company as Senior Insurance Counselor responsible for Property and Casualty underwriting and training. She obtained an Associate Degree in Secretarial Science/Business from Macon College (Middle Georgia State University) and attended the University of West Georgia.

Tina Parks

Corporate Controller

Macon, GA

As Corporate Controller, Tina maintains FRC’s financial record keeping, including recording financial transactions, managing accounts payable and receivable, and reconciling bank statements. Prior to joining the staff in 2015, Tina had over 40 years of accounting and general ledger experience from manual to computerized bookkeeping. She has 18 years of manufacturing experience as an Assistant Accounting Manager of YKK (USA) INC; 8 years as Financial Account Manager with NEXus Medical Group; 5 years as an Accountant with a middle Georgia land and timber company; and 5 years as a Bookkeeper with a peach farming operation. Tina obtained a Bachelor of Business Administration with an accounting major and business information systems minor from Georgia College & State University in Milledgeville, Georgia.
