After graduating from the University of Georgia with a Bachelor of Science in Forest Management, Billy began his career in timber procurement and forest management in central Georgia. In 1970, he founded Forest Resource Consultants with a focus on helping private non-industrial landowners achieve their goals for the family forest.

For the next 30 years, Billy oversaw significant growth in the company’s operations and services as the organization’s President. From 2001 until 2018, he served as Chairman of the Board of Directors where he guided the strategic vision for the company’s continued growth.

Throughout his career, Billy has served as guest speaker at many state and national forestry meetings, authored numerous articles, publications, and teaching manuals on various forestry subjects, and served in leadership roles on multiple boards and committees. In 2016, he was inducted into the Georgia Forester’s Hall of Fame for recognition of his many contributions to the forestry profession.

After serving for more than twenty years in an executive role with the company, Rich now serves as Chairman of the company’s Board of Directors. In this position, he will continue to provide guidance on the direction of the firm’s business operations.

Prior to his retirement from full-time employment, he serviced as the firms Executive Vice President and provided significant contributions in the development of the company’s credibility in the southeastern timberland investment space as valuation expert.

Before joining the company in 1988 and later becoming a shareholder, Richie graduated from Mercer University with Bachelor of Business Administration. While continuing to work for the firm, he completed a Master of Forest Resource Management at Duke University in 2000.

He has held both forestry and appraisal licenses in multiple southeastern states and maintained membership in several professional organizations over his career.

David T. Foil, ACF, RF

David Foil recently stepped away from his role as company President and Board Chairman after serving in the position for twenty years. He continues to serve as the company’s Managing Broker while also supporting the Family Business Planning Services team and assisting with business development efforts. David draws on his decades of experience working with private landowners and his organizational and administrative management skillset to provide invaluable advice to clients.

Prior to joining FRC in 1988, David worked with St. Regis Paper Company and J.T. Strahan Timber Corporation. He is a member of the Association of Consulting Foresters and is a licensed Forester and Real Estate Broker in multiple southern states. David is a member of the Board of Directors for the Georgia Forestry Association and the Forest Landowner’s Association.

He previously served as President of the Georgia Forestry Association, the Georgia Chapter of the Association of Consulting Foresters, and is a former Trustee with the Georgia Forestry Foundation. Prior to beginning his professional career, David obtained a Bachelor of Science in Forest Management from Clemson University.

Todd Mullis

Todd currently serves a President where he directs the company’s administrative and operational oversight. In his previous role, Todd served as Vice-President of Operations, where he was responsible for oversight of the company’s Western Management Operations, Technical Services team, and Valuation Services team.

He has also served as a member of the company’s Management Team and Board of Directors.  Since joining FRC in 2019, Todd has led several strategic initiatives and has had an active role in the company’s business development initiatives. Todd became a company shareholder in 2021.

Prior to joining FRC, Todd had over 25 years of experience managing mill and wood procurement operations for two publicly traded companies in the pulp, paper, and lumber industries. Todd received a Bachelor of Science and Master of Forestry in Forest Business as well as a Master of Business Administration from the University of Georgia.

He is a member of the Georgia Forestry Association serving as a past President and a board member.  He is also engaged in the Forest Resources Association as well as other professional associations.

As Vice President, Jeff provides financial and administrative oversight of the company’s operations. Prior to joining the FRC in 2016 and becoming a shareholder in 2018, he worked for 13 years with Wachovia Timberland Investment Management, RMK Timberland Group, and BTG Pactual as a Region Manager responsible for timber sales, forestry operations, property sales, budgeting, acquisition due diligence, and personnel management on clients’ timberland in eight southeastern states, Brazil, Guatemala, and Uruguay. In this role, Jeff developed and executed property specific management plans to maximize clients’ return and minimize regulatory, environmental, and biological risk.

After receiving his Bachelor of Science in Forest Management from Clemson University in 1985, he worked 17 years with Union Camp Corporation and International Paper in various management, forest operations, timber procurement, and staff support positions in Georgia, North Carolina, and South Carolina. Jeff is a Registered Forester in Georgia.

Director of Business Development & Client Services

As Director of Business Development & Client Services, Brian is responsible for establishing and managing new and existing relationships for across all client service areas in the southeastern United States. He also provides strategic oversight of the firm's marketing efforts and continues to serve as a member of the Valuation Services team.

Prior to joining the company in 2001 and becoming a shareholder in 2017, Brian obtained a Bachelor of Science in Forest Resources and a Master of Forest Business from the University of Georgia.

In addition to his formal education, his exposure to forest operations and business through a family-owned timberland company has helped him easily recognize and interpret issues that impact rural property values.

Brian is a Certified General Real Property Appraiser in multiple southern states, a Registered Forester in Georgia, and a member of the American Society of Farm Managers & Rural Appraisers (ASFMRA). He currently serves as a gubernatorial appointee on the Georgia Board of Registration for Foresters and is a member of the Georgia Forestry Association’s Board of Directors.

Director of Valuation & Analytical Services

As Director of Valuation & Analytical Services, Jason is responsible for providing oversight on all valuation and wood flow projects completed by the valuation and technical services staff. He also provides market valuation support on real estate and land management projects.

He has experience in forest management, database administration, growth and yield modeling, and expertise on timberland and timber stumpage markets throughout the Southeast. Prior to joining the company in 2008 and becoming a shareholder in 2016, Jason worked as a Timberland Appraiser for the James W. Sewall Company in Charlotte, North Carolina, and then joined Rayonier as a Technical Forester and Timber Sales Forester in southeast Georgia.

Jason obtained his Bachelor of Science in Forest Resources and Master of Forest Business from the University of Georgia. He is an active member of the Georgia Forestry Association and is a past state and local chapter president of the Society of American Foresters. He is a Registered Forester in Georgia and is a Certified General Real Property Appraiser in multiple southern states.

Shane Boyer

As Director of Real Estate Services, Shane’s focus is to set the strategic course and aggressively market and expand FRC’s real estate services footprint across the southeastern United States.  Within this role, he will be actively looking to expand the company's client base, provide oversight on real estate transactions completed by the firm, and also actively market properties on behalf of the company.  Shane previously served as a Real Estate Consultant and Sales Agent with FRC for two years before being promoted into this leadership role.

Prior to joining FRC, Shane worked with Greencone Investments, LLC, where he assisted investors in acquiring properties for the purpose of establishing conservation easements as well as managing a portfolio of client-owned timberland assets.  Before working with Greencone, he spent eleven years serving as a Vice President and Capital Markets Officer with AgSouth Farm Credit.

In this position, he was responsible for client development and loan underwriting on a portfolio of timberland assets averaging approximately $150 million annually.  After receiving a Bachelor of Science in Forestry at the University of Georgia, Shane spent nearly eight years procuring wood for two timber dealers in northeastern Georgia and the Upstate of South Carolina.

He is an active member of the Georgia Forestry Association and is a past member of the Georgia Forestry Foundation Board of Trustees.

Family Business Planning Services Advisor

As Family Business Planning Services Advisor, Andy provides clients with coaching and decision-making support that ensures a family's legacy will remain strong through generational changes. In this role, he draws on his 35 years of experience serving as an executive with two multi-generational family-owned businesses that held a diverse portfolio of assets.

Prior to joining FRC in 2019, his career included serving as President and Chief Executive Officer at Stuckey Timberland, Inc., and Superior Pine Products Company. Prior to these roles, he worked many years as a company forester and consulting forester in Georgia and Mississippi.

A 2012 inductee of the Georgia Forester’s Hall of Fame, Andy is a past member of the Board of Directors of the Georgia Forestry Association where he served as President in 2003. He also served on the Board of Advisors for the University of Georgia’s Warnell School of Forestry and Natural Resources, College of Agriculture and Environmental Sciences, and the Langdale Center for Forest Business.

Andy also a past member of the Governor’s Agriculture Advisory Commission as well as the Board of Directors for the Heart of Georgia Technical College Foundation and Okefenokee Technical College Foundation. He is a licensed Forester in Georgia and South Carolina as well as a Real Estate Salesperson in Georgia.

Central Operations Manager & Real Estate Sales Agent

Tim is the Central Operations Manager and Real Estate Sales Agent responsible for oversight of forest management activities on all client-owned property in Alabama, western Georgia, and Mississippi. Most recently, Tim has served as Regional Manager of FRC’s Texas Operations.

In this position, he was successful in leading over 40 employees in the management of 1.1 million acres of client-owned assets. Since joining FRC in 2006 and becoming a shareholder in 2017, Tim has successfully opened offices in southeastern Georgia as well as launched the Lumpkin, Georgia operations. He has 36 years of forest operations experience in Alabama, Georgia, South Carolina, and Texas.

Tim obtained a Bachelor of Science in Forest Management from Michigan Technological University. He is a past board member of the Liberty County Forestry Board and Partners for Parks at Lake Warren State Park.

Tim has also served on the Georgia Forestry Association’s Environmental Committee. He is a SAF Certified Forester, a Registered Forester in Alabama, Georgia, and South Carolina, and a licensed Real Estate Salesperson in Alabama and Georgia.

Western Operations Manager & Broker

John serves as the Western Operations Manager & Broker in charge of forestry management operations and real estate in Arkansas, Louisiana, Oklahoma, and Texas. Prior to joining FRC in 2018, he was a District Manager and Broker with a large consulting firm in east Texas.

John holds a Bachelor of Science in Forestry from the Stephen F. Austin University, a Masters of Science in Safety, Security, and Emergency Management from Eastern Kentucky University. He is a Texas Accredited Forester, holds Real Estate Brokerage Licenses in Oklahoma and Texas, and serves on the Board of Directors for the Texas Forestry Association.

Eastern Operations Manager

As Eastern Operations Manager, Ike provides oversight on the management of institutional and private client holdings in northeast, central, and southeastern Georgia. His work ethic and attention to detail are important elements that have contributed to his growth as a manager of regional client properties.

Ike joined the FRC staff in 2007 as a forest technician in the Macon, Georgia office. He was promoted to an area forester position in 2009 and relocated to the Lumpkin, Georgia office. In 2014, Ike took over management responsibilities of FRC’s Waycross office as account manager.

He became a company shareholder in 2018.  Ike obtained a Bachelor of Science in Forest Resource Management from Clemson University.  He is a Registered Forester in Georgia and a member of the Georgia Forestry Association.

As Corporate Secretary, Paula provides support and leadership to the FRC organization to ensure that all the administrative responsibilities of the firm are fulfilled in an effective, high-quality manner. She continuously strives to improve the efficiency and accuracy of services provided to the clients.

Prior to joining the staff in 2021, Paula worked for three years with Stone Brooke Suites Assisted Living as Human Resources Partner. Prior to that, she was Director of Classical Conversations for the Macon-Middle Georgia area. Paula graduated from the University of Georgia with a Bachelor of Arts in Journalism.

As Corporate Controller, Gina maintains FRC’s financial record keeping, including recording financial transactions, managing accounts payable and receivable, and reconciling bank statements. Prior to joining the staff in 2021, Gina had over 30 years of accounting and general ledger experience as well as maintaining multiple client payroll systems with a local accounting firm.
